The First Branch: City or County
The City of St. Louis is an independent city and is not part of St. Louis County. Separate governments, separate assessors, separate recorders of deeds, separate building departments. Nothing carries across.
Within the county there are then many individual municipalities, a good number running their own building departments and ordinances, alongside unincorporated territory administered by the county itself.
So the jurisdiction question here is two questions rather than one, and a postal address answers neither reliably. The assessor's parcel record does.
The Second Branch: How Exposed Is the Brick
Vacant masonry buildings are stripped for their brick in this city, and the activity has concentrated in particular neighbourhoods over two decades rather than spreading evenly.
